The Patrol System
This is key to a Scout's advancement through, and enjoyment of, the overall program. Baden-Powell described patrols as permanent groups of youth led by one of their own number. He observed that young people naturally organized themselves in this way, whether for work, mischief or fun. The patrol usually numbers 4-5 members, and is led by a patrol leader and assistant patrol leader. These patrol leaders and assistant patrol leaders form a special Court of Honour, which meets regularly apart from the troop. Much of the troop's planning takes place in this framework.
